Obasanjo was careless on power projects - probe panel

THE House of Representatives probe panel on the power sector has condemned former president, Chief Olusegun Obasanjo, for the alleged poor handling of the power projects contracts awarded by his administration.
This is part of the panel’s report on the probe of Independent Power Project (IPP) contracts which is to be presented to the House today.
In the report, the former president’s administration was alleged to be careless in the handling of the power projects and said they were poorly executed.
Members of the probe panel who are privy to the report told the Nigerian Tribune that the issue of “Over Scopping” of the NIPP projects by the officials and contractors involved was identified as the bane of the projects, as money was said to have been misappropriated through the sharp practice.
The report, according to members, recommended the recall of contractors known to have abandoned the sites of their respective contracts after being substantially paid to complete the projects.
The report was also said to have recommended that the contractors who were overpaid should refund the money within a specified period of time, and that the issue had been referred to the appropriate security agencies for close monitoring.
A member of the committee told the Nigerian Tribune that the report contains pictoral presentations of NIPP contract sites showing huge lapses and visible neglect by the contractors in order to prove the committee’s observations and recommendations beyond reasonable doubt.
The report is said to be in eight volumes with an executive summary attached. There are indications that the House would be in for a stormy session when debating the report following a hint that some members of the panel would offer dissenting views on the outcome of the probe.
The dissenting members, according to findings, have not been at peace with the committee on different issues including the alleged premeditated position by the leadership on the probe.
Indeed, some members were heard complaining that up till Wednesday afternoon, they were yet to have an idea of what the report was all about since none of them was involved in the compilation of the report.
The report, which the Nigerian Tribune learnt had been ready since last week, is being closely guarded by the committee headed by Honourable Godwin Elumelu.
The probe panel had given security as the reason for its initial refusal to hand over the summary to the Rules and Business Committee, expressing fear that the report could be leaked through the committee.
Nigerian Tribune confirmed the receipt of the Elumelu Report by the Rules and Business Committee last night with indication that the former president had largely been blamed for the hues over the NIPP contracts, in particular, the failure of the projects to add even a megawatt of electricity to the national grid.
